does anyone know what the difference is between;
Emerging (E)
Developing (D)
Meeting Expectations (ME)
im not sure how to talk about strengths and weaknesses when i'm not sure which is what on the scale of strong and weak? am i right in thinking its ME then D and E comes last?

I would say it is Emerging, Developing and then Meeting. If you are thinking about this in the context of DVP you do not need to say which is which, just to allocate it into the SWOT.
